<p><strong>Re:  	Proposed Ordinances 884 and 888: Targeted Residential Picketing Board meeting January 6, 2009, Agenda Items 3.28 and 3.29 (Supervisor Stone)</strong></p>
<p>Honorable Chairman and Supervisors:</p>
<p>I live in British Columbia. I once lived at Scientology&#8217;s Gilman Hot Springs headquarters. I actually helped set up the Gilman base in the 1970&#8217;s while in the organization&#8217;s forced labor camp, the Rehabilitation Project Force, or RPF. I was inside Scientology and close to founder L. Ron Hubbard, and I have been one of the organization&#8217;s key enemy targets for 27 years.</p>
<p>I write to tell you that not only I but thousands, and even millions, of people around the world are watching what you do in this matter. Your county has acquired a bad reputation for its Scientology-instigated injustice procedures.</p>
<p>It is clear that these proposed ordinances are intended to specifically benefit the Scientology organization headquartered in your county at Gilman Hot Springs. I realize that the ordinances are worded to appear to benefit all county residents, but that is clearly to cover the fact that the ordinances have been concocted for Scientology to be applied to prevent, or stupidly restrict, protests or picketing at the Scientology base.</p>
<p>It would therefore be irresponsible of the Board of Supervisors to not determine and announce or publish exactly how those ordinances would apply at and to the organization and property for the benefit which they are being proposed.</p>
<p>Before these proposed ordinances are passed, you owe it to your citizens to go to the Gilman Hot Springs property and, with the participation of the Scientology organization and its protestors, establish exactly what will be the real effect on the protestors&#8217; rights and abilities to protest.</p>
<p>Scientology is a religion because the US Federal Government says that any organization can determine to be a religion and it&#8217;s a religion. In fact, your Government says that <em>only</em> an organization itself can determine if it&#8217;s religious or not. It can be a commercial scam, a criminal conspiracy, or an antisocial cult, and it is a perfectly fine religion according to your national government. All of such enterprises or organizations, of course, are eminently picketable. The US&#8217;s laws that protect and encourage picketing, of course, were enacted to give the victims of such organizations, and other citizens offended by such organizations&#8217; victimizing, a right and way to confront the victimizers. Virtually all of the fraud, extortion, human rights abuses and other antisocial and criminal victimizing behavior in Scientology &#8220;churches&#8221; and affiliated entities around the world is ordered and controlled from the organization&#8217;s Gilman Hot Springs headquarters. You should expect picketers at Gilman from around the world until Scientology stops victimizing people and makes reparations to all the people it has victimized.</p>
<p>These proposed ordinances benefit the victimizers, and there is no need for these ordinances except to benefit the victimizers. Why any Riverside County official would want to benefit the Scientology victimizers to the clear detriment of Scientology&#8217;s victims and their supporters can only be answered with deception or corruption.</p>
<p>Please, before you vote on these proposed ordinances, at a minimum establish for all your citizens&#8217; benefit exactly what will be the effect at all points where the Scientology property at its Gilman Hot Springs headquarters adjoins public property where picketing must and will occur.</p>
<p>I pray that all of you will search for wisdom in this matter.</p>

			<content:encoded><![CDATA[<p><span id="more-14"></span>To all Scientology and Scientology affiliated churches, organizations and entities, and all of their officers, directors, agents, representatives, employees, volunteers, successors, assigns and legal counsel:</p>
<p>As possible, I am writing each of you individually and personally, in addition to writing the Scientology and affiliated churches, organizations and entities, because you are all beneficiaries in the Scientology v. Gerry Armstrong <a href="http://www.gerryarmstrong.org/50grand/legal/a1/mutual-release-1986.html">contract</a> and <a href="http://www.gerryarmstrong.org/50grand/legal/a4/injunction-csi-v-armstrong.html">injunction</a>.</p>
<p>You are also all responsible for the past and continuing j<a href="http://www.gerryarmstrong.org/50grand/legal/a7/index.html">udicial</a> and extrajudicial efforts to enforce this contract and injunction against me and against others for your personal and joint benefit.  The beneficiaries are also specifically identified at <a href="http://inconcert.xenu.ca/beneficiaries.html">http://inconcert.xenu.ca/beneficiaries.html</a></p>
<p>Some of you might not have been aware that you are beneficiaries. Scientology head David Miscavige and his regimers, who concocted the contract and the injunction and made you all beneficiaries, have doubtlessly worked to stop a great number of you from finding out that you are such beneficiaries.</p>
<p>Regardless of whether or not you know you are beneficiaries, however, being beneficiaries in the Scientology v. Armstrong contract and injunction makes you human rights suppressors and destroyers. It is what your fees and your labors buy.</p>
<p>All Scientology and affiliated churches, organizations and entities are also, by the Scientology v. Armstrong contract and injunction, human rights suppressors and destroyers.</p>
<p>I am writing to ask you to formally remove yourselves as beneficiaries in the Scientology v. Armstrong contract and injunction, and to formally remove your support from the campaign to use the contract and injunction or enforce them for anyone’s benefit.</p>
<p>The sole, inarguable purpose of the contractual clauses that you beneficiaries seek to enforce against me, and your sole purpose as beneficiaries for enforcing these clauses, is the suppression and destruction of my human rights. The sole, inarguable and unlawful purpose of the injunction is the suppression and destruction of human rights, including freedom of speech, freedom of association, due process, self defense, freedom from slavery, and most egregiously freedom of religion.</p>
<p>As the Scientology v. Armstrong contract and injunction and the unrelenting enforcement efforts over twenty-one years demonstrate, Scientology’s claims of defending and promoting human rights are willful lies. The contract and injunction demonstrate that the Scientology “Creed” is a litany of lies. You are all luring people into the Scientology religion and organization to become, whether you are aware of it or not, beneficiaries in the Scientology v. Armstrong war and suppressors and destroyers of human rights.</p>
<p>Please consider that your contractual, judicial and extrajudicial suppression and destruction of basic human rights in and with Scientology v. Armstrong includes not only my rights, but the rights of everyone who but acts in concert with me. Since everyone can in some way act in concert with me, and since I ask that they do and I make it so easy to do, you, as beneficiaries, are contracted to suppress and destroy the human rights of potentially everyone on earth.</p>
<p>It should be clear to the Scientologist beneficiaries that the Scientology v. Armstrong contract and injunction, and the effort you support to suppress and destroy others’ human rights, also suppress and destroy your individual and joint human rights. You are paying and working to make it lawful, and lawfully enforceable by the secular judicial system, to prevent anyone from speaking his conscience and expressing his religious beliefs about your individual and joint religion, Scientology.</p>
<p>Please discuss the beneficiary issue with your fellow beneficiaries, or with people you trust who are not beneficiaries. Please seriously consider your participation as a beneficiary in the Scientology v. Armstrong contract and injunction and in the judicial and extrajudicial efforts to enforce them. Please understand that, unless you are an attorney or agent who benefited monetarily from the creation and enforcement of the contract and injunction, the sole benefit being a beneficiary bestows on you is the suppression and destruction of basic human rights.</p>
<p>If you are a beneficiary in the Scientology v. A few of them very well may be anti-religious extremists. <p>As I’ve documented and demonstrated in several legal proceedings, your Scientology head predecessor L. Ron Hubbard spelled out in your scriptures what you are doing in black PRing me as an anti-religious extremist on your sites, and why you and your Scientology juniors are doing it. In his 1969 directive “<a href="http://www.gerryarmstrong.org/50grand/cult/sp/pl-1969-02-16-battle-tactics.html" target="_blank">Battle Tactics</a> ” Hubbard ordered that Scientology and Scientologists are to degrade the images of people like me to beast level, and drive public opinion into a frenzy of hate against us. He ordered that Scientology and Scientologists are then to just go all the way in and obliterate us. You had the “Battle Tactics” scripture reissued in 1987, the year after Hubbard’s death, and you had it included in Scientology intelligence training manuals in 1991. You are responsible, Scientology wide, for the enforcement of all scripture, and all application of scriptural directives, including Battle Tactics.</p>
<p>Obviously, the most beastly, degraded image imaginable is of anti-religious extremists. The public hates anti-religious extremists, and hates to be associated with anti-religious extremists. The public accepts that anti-religious extremists are so hateful it’s legitimate to attack or pursue them, to cut off their communications, funds and connections, to deprive them of political advantages and power, to raid and harass them, and to take over their possessions and territories. Clearly, by obliteration and by your behavior, you mean me death or physical harm as well as other forms of harm, and consequently I have been at all times and continue to be in physical danger as well as in other forms of danger from you and your juniors and agents. <p>As you know, a number of your Scientologist juniors such as Barbara Schwarz or hired operatives have the hat of spreading your web sites’ black propaganda onto Usenet to further incite hatred and threat toward me, and toward all of the individuals you label anti-religious extremists on your sites. <p><strong>1. “In 2000, Armstrong traveled to Europe to attend an anti-religious conference in Leipzig, Germany.”</strong><br />
The event I attended in Leipzig, in multiple years as you know, had nothing whatsoever to do with anti-religion. Religious people from many countries participated, and all people who participated were joined by the common desire for religious liberty everywhere. Events at these Leipzig events are very well recorded and documented, and you cannot but know that all the Leipzig events that I attended, if they were in any way at all religious, were pro-religious.</p>
<p><strong>2. “In 2001, Armstrong traveled extensively in Europe, joining in a hate march in France with extremist Roger Gonnet”</strong><br />
I have never joined in a hate march in France, or at any other time or place in my life. I know Roger Gonnet personally, and spent some days with him in France and elsewhere. At no time did I ever see him join in a hate march, and indeed at no time while with him did I even observe a hate march. At no time did I observe any behavior by him that would lead a reasonable person to conclude he is an extremist, in any sane meaning of the word.</p>

I have never visited an anti-religious group in Russia, Denmark or anywhere else in the world. In fact, the groups I visited in Russia and Denmark were truly religious in the most sincere sense of the word.</p>

<p>You write on your sites that I appear to have no gainful employment; as if this demonstrates I’m a degraded being and proves I’m the anti-religious extremist you say I am. The fact is, you and Scientology have worked very hard to prevent me from obtaining normal, gainful employment, and from living a normal, peaceful life. Your actions and threats against me and <a href="http://www.gerryarmstrong.org/50grand/cult/sp/spd-28-1982-08-13-txt.html" target="_blank">anyone who would even grant me credence</a> , let alone gainfully employ me, have been effective. You have demonstrated that eight or ten million Scientologists, all close-knit on the one goal, can cut off many of my communications, pretty well all of my funds, and numbers of my connections, can deprive me of power, can harass me, and can impoverish me. Now you signal to those millions of your Scientology juniors all together on one goal that you can build hate sites, can lie about me, can call me an anti-religious extremist, and can legitimately attack and pursue me as an anti-religious extremist. That I am still alive, still defiant and still able to make this demand does not mean that your intentions and actions to suppress and destroy me on multiple channels are not adversely effective. I cannot but fight back. You cannot but remove all references to me from your hate sites.</p>
<p>Finally, you have webbed a photo of me (doing mayurasana) in multiple places on your hate sites without a proper copyright credit, and I request that you immediately correct this. I have always strived to properly indicate copyright ownership, if known to me, of any photos of you, or anyone or anything else I have used, or other materials I’ve used, in accordance with the fair use provisions of national and international copyright laws. <p>Dear Mr. Wilkins and Mr. Lukens:</p>
<p>I am writing to ask the United States Embassy in Ottawa and the Consulate in Vancouver to assist my wife Caroline Letkeman and me against religious persecution we are experiencing here in Canada. I am requesting that you assist us in accordance with the International Religious Freedom Act and your responsibilities under that Act.</p>
<p>Canadian Government officials have not responded to our requests to address this persecution or offer us any reasonable defense against it. It is government-tolerated, and there is evidence of government officials supporting the persecutors.</p>
<p>There will be a record of this matter in the Consulate and the Embassy because I have communicated to both offices previously. A quantity of documentation of the persecution has been webbed on my site www.gerryarmstrong.org, Caroline’s site www.carolineletkeman.org and on www.suppressiveperson.org. The latter site explains the “Suppressive Person” doctrine that underlies the religious persecution to which we are subjected.</p>
<p>Both of us are “Suppressive Persons” or “SPs,” declared by the Scientology religion. Scientology is headquartered in California and operated internationally from there with agents in British Columbia and elsewhere in Canada. I got into Scientology in Vancouver in 1969 and Caroline joined in 1975. Both of us left when we discovered that the organization is incorrigibly dishonest and dangerous. We met in 2001 and married in 2004.</p>
<p>I won’t list what Scientology and its agents have done to us over the years to psychoterrorize, financially crush and silence us. Scientology fair game, black PR and legal abuse are well known within the U.S. Government. For the organization’s campaign against us personally, see, e.g.,<br />

<p>Through its litigation machinations Scientology has obtained court orders in California jailing and fining me and financially crushing me, all for expressing my religious experiences and religious beliefs about a religion. Virtually all of these expressions, moreover, were expressed in defense of a persecuted religious minority, the SPs. I suggest that my recent petition for review in the California Supreme Court is a good place to start to understand how this extraordinary case of religious persecution in Canada and around the world has grown into what it is, and what the lawful remedy by the U.S. and other governments might be.<br />

<p>Shockingly, Scientology got a court judgment against me in California in 2004 for $500,000 for ten expressions of my religious beliefs made in Canada and Europe, which the organization characterizes as “liquidated damages.” Scientology can now register this unconscionable judgment against me in B.C. and then hound Caroline and me with collection agents and actions and continue to judicially, reputationally and psychologically harass and crush us. Scientology is practically compelled to harass and destroy us in Canada in order to make the unlawful and immoral religious persecution it has already subjected us to appear lawful and moral.</p>
<p>Scientology did the same thing in 1995, obtaining a judgment against me, without a trial or fair hearing, for $300,000 for six expressions between 1992 and 1994. Scientology forced me into bankruptcy in California at that time, and even in the U.S. Bankruptcy Court the organization sought to legally and financially ruin me by adversary proceeding. In 1997, because of continuing organization threats and fair game attacks, most alarmingly a number of pages of black PR on me to the IRS to get Scientology’s tax exemption, I left California and returned to Canada.</p>
<p>My being outside California and the U.S. has not, however, ended Scientology’s judicial and extra-judicial efforts to silence me, and, since I’ve been together with Caroline, to silence her. The organization obtained a series of court orders, couched as “contempt of court,” to have me jailed and fined for my religious expressions, almost all of which were expressed outside the U.S. The organization continued its black PR campaign against us around the world and spied on us and ran covert operations against us in Canada.</p>
<p>Because of threats from Scientology while we were in B.C., Caroline and I went to Germany in 2002, and stayed there until early 2004. In Germany, as I’m sure you know, Scientology is viewed by the government not as a religion but a commercial enterprise with anti-democracy goals, and is kept under official observation by the intelligence service. Despite this sinister status, even in Germany Scientology continued stalking, threatening and black PRing us.<br />

<p>Scientology sued me again while we were in Germany, seeking over $10,000,000 in “liquidated damages” for a few more than 200 religious expressions I had expressed after 1998. Scientology’s position is that every time I express my religious experiences or beliefs about the religion, or any Scientology related entity, and any of their directors, officers, employees, agents, lawyers or volunteers I must pay $50,000, because each such expression “damages” the religion and its corporations and people in that amount. This letter to you, Scientology claims, has a value of $50,000, times the number of recipients, which I believe will be nine, or $450,000.</p>
<p>The IRFA defines the term “violations of religious freedom” as:<br />
violations of the internationally recognized right to freedom of religion and religious belief and practice, as set forth in the international instruments referred to in section 6401 (a)(2) of this title and as described in section 6401 (a)(3) of this title, including violations such as—<br />
(A) arbitrary prohibitions on, restrictions of, or punishment for—<br />
(i) assembling for peaceful religious activities such as worship, preaching, and prayer, including arbitrary registration requirements;<br />
(ii) speaking freely about one’s religious beliefs;<br />
(iii) changing one’s religious beliefs and affiliation;<br />
(iv) possession and distribution of religious literature, including Bibles; or<br />
(v) raising one’s children in the religious teachings and practices of one’s choice; or<br />
(B) any of the following acts if committed on account of an individual’s religious belief or practice: detention, interrogation, imposition of an onerous financial penalty, forced labor, forced mass resettlement, imprisonment, forced religious conversion, beating, torture, mutilation, rape, enslavement, murder, and execution.<br />

<p>The financial penalty Scientology is imposing on me, with the abetment of the U.S. Courts, and which the organization can now impose in Canada because of that abetment, is clearly onerous. This unconscionable $50,000 penalty per recipient of what cannot but be my religious expressions about religion in exercise of my religious freedom cannot but be on account of my religious beliefs and practices.</p>
<p>Obviously too, Scientology’s efforts to have me punished with jailing and fines for my speaking freely about my religious beliefs about the Scientology religion also constitute violations of religious freedom. I am at this moment facing twenty-eight days in jail for fourteen expressions of my religious beliefs expressed over seven years ago. Since, however, I have expressed tens or hundreds of thousands of expressions of my religious beliefs even more recently, I am actually threatened with imprisonment for the rest of my life for these expressions.</p>
<p>The first of my expressions, for which Scientology obtained a jail sentence against me of two days and a thousand dollar fine, reported a threat to me after I was served with a subpoena for production of documents in a U.S. District Court case. Scientology’s persecution is not limited to the suppression or deprivation of my religious freedom but uses many channels, suppresses a wide set of my basic human rights including speech, self-defense, due process, association, and punishes my free exercise of those rights.</p>
<p>As diabolical as it sounds, Scientology is indeed seeking to prevent me from associating with people in my own religious group and assembling for peaceful religious activities with people who share my religious beliefs about the religion. Scientology has threatened several Suppressive Persons with prosecution or harassment for “acting in concert” with me, including SPs outside the U.S. See, e.g., Scientology’s threat letter to University of Alberta Professor Stephen A. Kent, and Dr. Kent’s declaration in response to the threat.<br />

<p>What Scientology is doing and attempting to do to me confirms that it is organized for an unlawful purpose, specifically the deprivation of rights in violation of 18 U.S.C. § 241 inside the U.S., and in violation of the international human rights charters identified in the IRFA at 22 U.S.C. § 6401(a)(2) outside the U.S. Not only did Scientology make false statements about me in order to obtain its 1993 IRS tax exemption, constituting fraud, but also, as everything in my case after that date demonstrates, Scientology is engaged in an organization-wide, indeed religion-wide, activity not permitted for tax exempt organizations by U.S. laws.</p>
<p>As long as the U.S. tolerates Scientology’s persecution of citizens in execution of the organization’s Suppressive Person doctrine, other nations such as Canada will tolerate this persecution. Clearly this is what has happened.</p>
<p>In this litigation age, where money buys religious persecution, an individual without millions of dollars to hire lawyers and protection has no chance or defense against an extremely wealthy religious conglomerate, especially one like Scientology, in which using the secular legal system to harass and destroy its apostates and victims is a religious practice mandated by religious scripture. Scientology’s apostates and victims, of course, comprise the religious class of Suppressive Persons, who are also determined by religious scripture and identified for obliteration by religious fatwa. Scientology’s religious victims need professional help from professionals in the U.S. Government, which is the entity that controls the system in which the religious persecution is occurring.</p>
<p>The help Caroline and I request, which it is the policy of the U.S. to give as directed by the IRFA, is:<br />
1. Condemn Scientology’s campaign to violate our religious freedom;<br />
2. Assist the Canadian Government to promote SPs’ fundamental right to freedom of religion;<br />
3. Stand for liberty and stand with the persecuted SPs;<br />
4. Use and implement appropriate tools in the U.S. foreign policy apparatus, including diplomatic, political, commercial, charitable, educational, and cultural channels, to promote respect for religious freedom for SPs by all governments and peoples;<br />
5. Include the global persecution of SPs and measures the U.S. is taking to oppose that persecution in the annual International Religious Freedom Report.</p>
<p>We would like a meeting as soon as possible with yourselves or other responsible people in your Government to discuss our situation and these requests. We also ask that you do whatever you can to facilitate our direct dialogue with Canadian Government officials.</p>

<p>Dear Council:</p>

<p>The City Council of Los Angeles has voted to change the name of Berendo Street to L. Ron Hubbard Way.</p>
<p>Hubbard founded the Church of Scientology 40 years ago. Among his Hollywood believers are John Travolta, Tom Cruise and Kirstie Alley.</p>
<p>The Council will vote on the renaming again this week; a second vote makes it official.&#8221;</p>
<p>I am submitting this letter to recommend that this vote not be taken until an independent study is done to determine who L. Ron Hubbard really was and what the organization that observes him as religious leader really is, and who are its present real leaders.</p>
<p>I ask for a public investigation and debate, because there exist real questions of widespread psychological abuse and civil rights violations. Los Angeles is a major center in the Scientology network, and Scientology is a major presence in Los Angeles, thus it is potentially a good place to ask and get answers to those real questions.</p>
<p>I was in Scientology from 1969 through 1981. Sketches of my Scientology history appear in the books published in the past decade. See, e.g., A Piece of Blue Sky by Jonathan Atack, L. Ron Hubbard &#8211; Madman or Messiah by Bent Corydon, and Bare-Faced Messiah by Russell Miller.</p>
<p>Following this letter is a decision after a thirty day trial in LA Superior Court in 1984 in the case of Scientology v. Armstrong, No. C 420153. This decision became a judgment which was affirmed after an appeal by the Scientology organization, Scientology v. Armstrong (1991) 232 Cal.App.3rd 1060, 283<br />
Cal.Rptr.917. I ask that this decision be read and considered because it concerns the character and activities of the late Mr. Hubbard and his organization, and addresses some of the abuse and civil rights issues.</p>
<p>Since this decision Scientology has sued me four times in order to silence me about my knowledge of its antisocial practices and the fraud of Mr. Hubbard and break me financially. The organization has carried out what it calls a &#8220;black propaganda campaign&#8221; internationally to destroy my character and credibility. I am aware of similar attacks on other individuals whom the organization labels &#8220;enemies&#8221; and &#8220;fair game.&#8221; I am aware of Scientology&#8217;s use of the justice system to harass individuals and deny them their civil rights. I believe that Scientology&#8217;s use of the law to attack and destroy its targeted enemies is well known in the Los Angeles legal community, including among state and federal judges. I ask that the City Council make itself aware of Scientology&#8217;s actions, attitude and reputation in the city&#8217;s legal arena.</p>
<p>Although Scientology postures itself and L. Ron Hubbard as defenders of civil rights, they are not. Scientology does not allow freedom of speech, but suppresses it through coerced gag contracts, a well-financed and aggressive litigation machine, private investigators, threat, dirty tricks and black propaganda. Scientology&#8217;s overwhelming wealth in this age in which money buys injustice, and its policy and determination to use the justice system to make war on its labelled enemies, including its economic or psychological victims and the lawyers who might help them, has resulted in a cruel and nation-wide denial of due process.</p>
<p>Scientology does not in truth support freedom of religion, but uses the courts and the threat of prosecution to attack divergent practitioners and stifle religious dissent.</p>
<p>Although it claims to be &#8220;The Road to Total Freedom,&#8221; Scientology actually uses its power, its aggressive techniques and authority, and its misuse of the law to keep many people psychologically enslaved, in violation of the Thirteenth Amendment.</p>
<p>Importantly for me, and I believe for many others if they had this information, Scientology is not just another religion, but a consciously anti-Christian organization. In its public relations statements Scientology claims to be compatible with Christianity and to recognize Jesus Christ as the Son of God.<br />
Yet what Hubbard actually wrote, and in the inner core what the organization teaches and adherents must believe, is that God, Heaven and Christ are &#8220;implants,&#8221; false ideas implanted by pain and electronics in mankind by implanters millions of years ago to control them.</p>
<p>Hubbard and now Scientology&#8217;s present leaders keep these core beliefs hidden, protecting them as &#8220;religious trade secrets&#8221; and attacking those who dare to expose these writings. Scientology will not let anyone be a Christian and still be a Scientologist, despite its public relations assertions to the contrary. And no Christian, if he knew that Scientology&#8217;s actual belief was that he was &#8220;psychotic, dramatizing an implant,&#8221; would consider putting his money or mind in the organization&#8217;s hands. I urge that this deceit be adequately confronted and responded to by Scientology&#8217;s leaders before the rest of their PR is believed by City Council.</p>
<p>I believe that the celebrities that Scientology uses in its public relations and marketing are deliberately kept in the dark about Scientology&#8217;s leaders&#8217; use of the organization&#8217;s wealth and power to rob individuals of their civil rights. It seems fair to ask that if these celebrities are going to permit themselves to be used, they confront each allegation of abuse, and not just parrot or buy the organization&#8217;s public relations denials.</p>
<p>I ask that the City Council take this opportunity to itself ask questions and get answers, and not to act without becoming fully informed. In that there is considerable obfuscation and rewriting of history by Scientology, becoming fully informed is a considerable task. Therefore, I suggest that an independent and public study be done so that full information is obtained.</p>
<p>Thank you for this opportunity to communicate with each of you.</p>

<p>Dear David and all others involved:</p>
<p>I am writing this to you, and the various copy recipients listed below, because there are certain things it is fair that you know. Although it is the trial in the Nothling case, which, I understand, is set for early February, that has moved me to write at this time, the idea of writing has made addressing a number of other subjects also timely.</p>
<p>You will recall that in June of 1991 when Malcolm Nothling called me and asked me to testify in his case in Johannesburg I wrote to the organization via Eric Lieberman to see if by initiating communication on the subject you might see that there was an answer to your litigation problems different from the one you and your erstwhile leader had been believing in and pursuing as long as any of us can remember.</p>
<p>Mr. Lieberman wrote back, essentially advising me you said stick it in my ear, and that more, not less litigation was going to be the same old solution; and to not expect communication other than the solidest of sorts. Copies of Mr. Lieberman&#8217;s and my letters are enclosed herewith.</p>
<p>I did travel to South Africa in 1991 to testify, as you know, but the trial was postponed on the organization&#8217;s motion. Now it&#8217;s set to happen again. Again Mr. Nothling has asked me to testify, again I have agreed, and again I am writing you to see if there is any sense in attempting to unfoment this litigation.</p>
<p>Your public attack line that Gerald Armstrong foments litigation against you is particularly hurtful because of what I have done and continue to do to unfoment litigation. Even my signing of your settlement agreement was, in the face of your intent to hurt me, which fact is settled by the agreement itself, an act only of unfomentation.</p>
<p>You all should take a good hard look at the hurt your practices, certainly your litigation practices, cause in the world. And you don&#8217;t have to desist in them because of anything I&#8217;ve said. You can knock off those bad practices for any reason you want, including because they don&#8217;t work and make no sense.</p>
<p align="center">1</p>
<p>All the decent people, believe me, in your organization want you to get out of the stupid attack-the-attacker business, and they&#8217;d salute you for getting the organization out of that silliness, but they&#8217;re too frightened. You shouldn&#8217;t frighten good people that way. It&#8217;s cruel. And any thinking soul knows that you guys are only acting out of fear, so you really are not fooling anyone with your blindness and bluster.</p>
<p>I realize you&#8217;ve put your faith in really bad things, like lies and PR, threats and bullying, and really mean people, like Gene Ingram. And I&#8217;m aware that having put your faith in badness for so long, and spent so many millions of dollars to have so many bad lawyers make so many bad decisions and add so much to their brethren&#8217;s bad name, it can seem impossible to quit. But you must. All it will take is the willingness to unfoment your litigation.</p>
<p>Eugene M. Ingram has done such nasty things to so many people in the service of your organization, you and he should be spanked. His terrible charge at the CAN convention that I have AIDS is heartbreaking, not because I have AIDS, which I don&#8217;t, but because your pet pit viper personalizes and focuses your organization&#8217;s institutionalized hatred.</p>
<p>By accusing me of having AIDS, you and Ingram attack not just me, you attack the many people whose lives have been touched by this disease, or for that matter touched by your organization, and you attack yourself. Your similar-veined attacks on other people of good will at the CAN conference, like Father Kent Burtner, has brought your organization to ignomy.</p>
<p>But the target of faith can be rechosen. And that is where I urge sense and unfomentation. Put your faith in what is real, what is true, what can always be depended on. Put your faith in what in people is true, unchanging and ceaselessly loving. Putting your faith in lies, PR, threats, bullying and bullies you will always betray yourself because you put your faith in nothing; and you and every being everywhere have a right to everything that nothing isn&#8217;t.</p>
<p>Likewise don&#8217;t put your faith in litigation or your use of the courts to harass. It is possible to be faithful to a higher ideal than wins in court. If you have put your faith in lies, leverage, advantage and bullying to secure a win, you have gained nothing. If you put your faith in truth, hope, charity, love, no matter the courtroom outcome you have everything; that&#8217;s religion.</p>
<p>Since the 1991 almost trial in the <span style="text-decoration: underline;">Nothling</span> case the California Court of Appeal issued its opinion in the appeal you took from the Breckenridge decision in <span style="text-decoration: underline;">Armstrong I</span>, the California Supreme Court denied review, and the Court of Appeal</p>
<p align="center">2</p>
<p align="left">denied your motion to seal the appellate record. You brought and lost the motion to enforce the settlement agreement before Judge Geernaert in <span style="text-decoration: underline;">Armstrong I</span>, and then you sued me to enforce it in <span style="text-decoration: underline;">Armstrong II</span>.</p>
<p>In May Judge Sohigian issued his ruling refusing to enforce the agreement, although enjoining me from testifying unless pursuant to a subpoena. He also ruled that I did not have to not make myself amenable to service of process. I will supply a copy of the Breckenridge decision, the Armstrong opinion and the Sohigian injunction to any of the recipients of this letter upon request.</p>
<p>Because you didn&#8217;t appeal from the Sohigian injunction, you have accepted it. I believe as well that for a valueless desire for a valueless win at any cost you also accepted his dicta; e.g. &#8220;involves abusing people who are weak,&#8221; &#8220;involves techniques of coercion,&#8221; &#8220;a very, very substantial deviation between [your] conduct and standards of ordinary, courteous conduct and standards of ordinary, honest behavior,&#8221; &#8220;be sure you cut the deck,&#8221; &#8220;make sure to count all the chips.&#8221;</p>
<p>As a result, I consider myself free to do anything anyone can, except testify absent a subpoena. Much of what I am permitted do I am going to do. I am going to write freely, speak freely, publish, talk to the media, associate freely, and continue, until you put your faith in something more religious than what is bad in jurisprudence, to confront the injustice you bring to court.</p>
<p>In the next month or so I expect to initiate speaking or media events to help pay the enormous costs of this litigation. And I expect to promote my legal position within the publishing industry, because my story and my writings on the subject are literarily and commercially worthy.</p>
<p>I will continue to associate with and befriend all those people I consider you attack unjustly and senselessly. I will make my knowledge and support available to the Cult Awareness Network, a group of people of good will you vilify, in all the litigation you have fomented against them. I will make my knowledge and support available to any Scientologist who is afraid to go anywhere else for understanding, and to the families of Scientologists your organization has estranged. I will even make my knowledge and support available to entities like <span style="text-decoration: underline;">Time</span> and people like Rich Behar in their defenses from your attacks.</p>
<p>I will, nevertheless, remain available to do whatever I can to unfoment your litigation. I will meet with you, talk with you, help you to find a better solution to your problems. Because of your decision to not have anyone communicate with me, no one from your organization has. I get a little lawyer</p>

<p>contact, lots of PI BS, an OSA hearing or deposition attender, enough psychic skirmishes for an army, but, for the life of me, no real people.</p>
<p>In 1991, fantastically, I was the only person in the world, other than Malcolm Nothling himself, who was willing to testify at his trial. And that was enough reason to go. In February 1993, although at this trial I probably won&#8217;t be the only person willing to testify, there will still be ample reasons to go, unless the case can be resolved.</p>
<p>I really would rather there was no trial and I really would rather not go. Lord knows this last period has been overwhelming and the litigation behemoth terrifying; and Lord knows I have my own calling, which has nothing to do with your legal problems. So I&#8217;m willing to do a lot to unfoment the <span style="text-decoration: underline;">Nothling</span> litigation, and all the tangled legal webs you&#8217;ve woven. But I sure can&#8217;t do much if you continue to see legal warfare as the solution to your problems and continue to pay the millions your legal mercenaries say the warfare costs.</p>
<p>I am aware that with enough money to enough lawyers you, the leaders of your organization, can hide yourselves and make your roles in your trumped-up war seem very important. There is no doubt this is desirable, it just isn&#8217;t fair. The real purpose of your little war is to facilitate your doing something different from Scientology, while all those whom you control must go through the daily grind you say you&#8217;re above.</p>
<p>I don&#8217;t fault you for doing something different from Scientology, but I do not find acceptable your holding<br />
Scientologists in bondage to your catastrophic cause, enforcing your lie that you have their best interests in mind, robbing their years of youth and vigor, and putting them at risk while you show up at the occasional ribbon cutting ceremony, lunch with lawyers and the like, sucker celebs, run PIs and intel ops, conspire, cheat, lie, steal, bully and destroy. I urge something more creative as a better idea.</p>
<p>Your hardworking staff members and people of good will around the world who have supported you financially and spiritually will not for much longer be fooled by your foolishness and will stop believing your lies. They will speak to each other, they will speak out against your suppression, and they will act to free themselves and their friends. You cannot much longer, as we move societally into the age of wisdom, cynically and sillily intimidate good people with threat and suppress good people with lies.</p>
<p>There is the matter of mitigation of damages which, because you insist your lawyers tell you what you pay them to say, you may not have heard or yet understood. In that by the Sohigian</p>

<p>ruling I am permitted to speak freely, write freely, publish freely, associate freely, when, it could be argued, and you have, that prior to the ruling and pursuant to the settlement agreement I was not so permitted, I have, in your attempt to enforce the agreement, prevailed.</p>
<p>By not appealing the Sohigian ruling you have acquiesced thereto. I am therefore due costs and fees in <span style="text-decoration: underline;">Armstrong II</span> plus the costs and fees you already owe in your earlier losing and unappealed effort in <span style="text-decoration: underline;">Armstrong I</span>. But in addition to the fees and costs now owing, and increasing as you protract this already<br />
lost litigation, there is the cumulative effect of your legal onslaught which, continuing after the case was lost, if not before, is in every minute malicious.</p>
<p>Gerald Armstrong and The Gerald Armstrong Corporation (TGAC) must also mitigate their damages. I have a duty, therefore, to end this litigation as quickly as possible. Thus I write to so many organizational recipients; thus I canvass to see if within the organization&#8217;s many parts, all put at risk by their leaders&#8217; asininity and mean-spiritedness, there are people of good will who will see sense in what is in their best interest.</p>
<p>That after the Sohigian ruling you sued TGAC (pronounce that Tee-Gee-Ack) is silly and self-destructive. The only thing in the world Gerald Armstrong, individual, is prohibited from doing by the &#8220;injunction,&#8221; is testifying about his Scientology history and knowledge without first accepting the perfunctory subpoena.<br />
TGAC only came into existence in 1987, six years after Gerald Armstrong&#8217;s organization experiences ended, and a year after the <span style="text-decoration: underline;">Armstrong I</span> litigation &#8220;settled.&#8221;</p>
<p>TGAC cannot testify, with or without subpoena, about any Scientology experiences, because it has had, aside from those which have flowed from your lawsuit, none. Since no one, including TGAC, is prohibited by Sohigian from doing any of the things TGAC actually is capable of doing, it is free to do everything anyone or any other corporation can; and by not appealing the injunction you have so agreed. Thus, having no conceivably legitimate claim against TGAC, you depend on one manufactured from madness, and you must therefore dismiss the mess you&#8217;ve made.</p>
<p>There is also, as mentioned above, the fact that in order to defend myself from your attacks and to fund the defense of the litigation you have fomented I must speak and must publish. I&#8217;m sure you understand that I remain completely confident that no court, other than the odd one your mercenaries are able to compromise with bucks, babes or bull, will order me to not defend myself.</p>
<p>I realize you will probably claim to be offended by</p>
<p align="center">5</p>
<p>everything I&#8217;ve written in this letter. I can&#8217;t do much about that because you seem to take offense no matter what I say or write, or don&#8217;t. For,<em> inter alia</em>, that reason I haven&#8217;t said or written it differently. I really don&#8217;t blame you for being offended and I don&#8217;t expect you not to be offended; nor will I be offended if you are. I think my position is obvious and I think peace is worth doing something about, even if the fomenters of<br />
war are offended. I&#8217;ve used the words I&#8217;ve used because to me they make sense and they&#8217;re a facet of my craft.</p>
<p>This letter is not really, however you may take it, a complaint nor an attack. It is an effort to unfoment your<br />
litigation, into which I have been, albeit for some God-given purpose, drawn. So, neither forgetting nor ignoring Judge Sohigian&#8217;s admonition not to settle <span style="text-decoration: underline;">Armstrong II</span>, but still hoping, with my heart crossed, here is my proposal:</p>
<blockquote><p>1. Settle the <span style="text-decoration: underline;">Nothling</span> case;</p>
<p>2. Settle with Ed Roberts;</p>
<p>3. Dismiss your complaint against TGAC and Gerald<br />
Armstrong;</p>
<p>4. Remove all your bar complaints against Ford<br />
Greene;</p>
<p>5. Pay my attorney fees and costs;</p>
<p>6. We will dismiss the cross-complaint and appeal;</p>
<p>7. Cancel the agreement;</p>
<p>8. Return all materials  you&#8217;ve stolen from me at any<br />
time;</p>
<p>9. Pay me whatever you want, including, but not limited to, nothing.</p></blockquote>
<p>1. Malcolm Nothling has a claim and he has survived a lot to get to trial. His costs, not much by US litigation standards, must be recognized, and he must be made whole financially, ethically and publicly. I am convinced that his daughter, but for your control of her mother and her life, would enjoy a healthy, loving relationship with her father. Therefore you must do whatever is within your power to reunite them.</p>
<p>2. You know about the Ed Roberts case because Ms. Bartilson interrogated me about my providing assistance to Mr. Roberts in my last series of depositions in <span style="text-decoration: underline;">Armstrong II</span>, and one of your lawyers, Marcello Di Mauro, in earlier times communicated about him with Ford Greene. Ed Roberts is a friend of mine who</p>

<p>was sucked dry and flat out robbed by your registrars on the way to an up- or downstat week of no consequence to anyone as it turns out, and always does, but Ed.</p>
<p>I have found myself in the silly position of being the only person in the world willing to help Mr. Roberts against your organization. Again, I have no desire to have Mr. Roberts engage you in litigation. In fact his situation can be resolved without your fomenting not only more litigation, but more ill will and silliness. For you it is merely an accounting matter. You ripped Mr. Roberts off; now pay him what is needed to make him<br />
whole again.</p>
<p>Mr. Roberts&#8217; case of Scientology lies, threats, treachery and thievery, his own money then used to pay your pittiless pettifoggers to prevent him from anything resembling redress, is being played and replayed every day of the year in your orgs. I would think that the three or so million you wasted on your inane <span style="text-decoration: underline;">USA Today</span> ads to counter Richard Behar&#8217;s few good pages could have taken care of three hundred Mr. Roberts and done a heap of good.</p>
<p>All your ads did was a heap of bad: more lies, more hate, more embarrassment for Scientologists everywhere, another dead forest, and an uncharitable little delay to your victims before they are made whole. The Ed Roberts case is, in my opinion, the proof of <span style="text-decoration: underline;">Time&#8217;s</span> theme: that you are &#8211; all of you at the top of<br />
your organization &#8211; a cult of greed. But worse, you squander your plunder, as witness Toronto, starve the good and fatten your PIs and proctors and their proctologists. And all with the fatuous excuse of a right to defend wrongness and attack rightness because your &#8220;religion&#8217;s&#8221; stupidity is, in our courts of law, beyond question.</p>
<p>Anyway I want to have Ed&#8217;s needs taken care of toot sweet. He probably wouldn&#8217;t think less of you if you didn&#8217;t apologize, but I think it&#8217;s a good idea and sure couldn&#8217;t hurt.</p>
<p>3. I don&#8217;t care what order everything is done in. I think whatever is most practical, sensible and ergonomically sound is the way to approach this particular program, which, I&#8217;m sure can be wrapped up in a couple of days.</p>
<p>4. This is easy. These Ingram-generated efforts have only served to shine a light on your invidiously scheming enterprise. All your similarly baseless bar complaints against my other lawyer, Michael Flynn, came to nothing. You should learn from the earthworms. Filing no spurious bar complaints whatsoever<br />
they demonstrate their superior philosophy.</p>
<p>5. Although they&#8217;re in the range of, I don&#8217;t think fees and costs are over $500,000. Clearly nothing is going to happen</p>
<p align="center">7</p>
<p>unless you cover my attorneys&#8217; fees and costs. To leave me with that indebtedness is unfair and unworkable. You will recall that I made a proposal in 1984, being then scared and weak: pay my lawyers&#8217; fees and costs of, I guessed, $150,000, and I&#8217;ll quit. You, and in those days, Hubbard, said no way. I, less scared and much stronger, urge you to choose again.</p>
<p>6. Dismissal of the cross-complaint is easy. I&#8217;ll take care of it.</p>
<p>7. You have to cancel the settlement agreement in order to demonstrate to yourselves that it was the wrong thing in which to put your faith. You will notice that when you cancel the agreement nothing will happen. Yet you will have freed me. And that is what you should make Scientology&#8217;s only business: freeing people. You will also observe that when you free me you free yourselves; in fact you cannot yourselves be free unless you free me.</p>
<p>Regarding my relationship with you after you cancel the agreement, that is where you must reassert your faith. Have the faith that I will neither say nor write worse things about you if you free me to do so. As you know I can say some pretty pointed things about you now just because you won&#8217;t cancel that degrading<br />
document. Put faith in what occurs in silence. Put faith in the inevitable.</p>
<p>8. I&#8217;m aware this may for a long time remain a pettiness you&#8217;d rather not confront. But I can guarantee that if you return my materials &#8211; the <span style="text-decoration: underline;">Hubbard letters</span> manuscript, the <span style="text-decoration: underline;">Cones</span>, all the other materials you and your PIs have stolen from me over the years, I will not bring criminal charges, and I won&#8217;t even bring the subject up again.</p>
<p>9. You decide. If you think I did a lousy job unfomenting your litigation, pay me zippo. Even if it all works for everyone, timing inspired and ideas a Godsend, you don&#8217;t have to pay me anything. I generally don&#8217;t refuse what&#8217;s offered. You know how much I&#8217;m worth.</p>
<p>I haven&#8217;t forgotten <span style="text-decoration: underline;">Wollersheim</span>, <span style="text-decoration: underline;">Yanny I </span> &amp; <span style="text-decoration: underline;">II</span>, the Aznarans, the CAN litigation, claimants all over the place, your government lawsuits, the rest of the settlement signatories, your taxes, nor your image and media distress, and I think it&#8217;s appropriate to say that I can help you unfoment those problems as well. I would, of course, need half a chance.</p>
<p>If you look deep in your hearts I believe you&#8217;ll find you really do not want Scientology&#8217;s legacy to be one of suppression; suppression of the Constitution, human dignity, truth, religion, justice, even suppression of your own good selves. Wouldn&#8217;t it be better to be known as the people who ended the madness in</p>
<p align="center">8</p>
<p>peace and style; a radical recognition of the transcendence of quantum scientology. LRH was Newtonian in his physics and relativistic epistemologically. I like to call one aspect of my philosophy,<em> inter alia</em> non-mutual exclusivity.</p>
<p>I believe that everyone will become a person of good will, that everyone already is, has been and will forever be, that there is progress and perfection, hope and reason, that to know who we are we must accept the truth of our relationship to our Creator, that all about us that we made is illusion, that we have reason to be grateful that is so, that our Creator, God, our Father Loves us in the same Love by which He created us and holds us always safe and always loved in that Love, that we, His children, are one and One with Him, that the means by which He is remembered, and hence our relationship, and hence who we are, and hence what we know, is forgiveness, that forgiveness is the recognizing of illusion for what it is, that creation is our<br />
nature, and that everything is all there is.</p>
<p>With a wish for peace in 1993, I remain hopeful and,<br />

<p>Dear Mr. Leonard:</p>
<p>Please find herewith a copy of a <a href="http://www.gerryarmstrong.org/50k/legal/related/4295.php">declaration</a> I wrote  following our meeting of October 23, 1985 and an FOIA request  made to your office the same date.</p>
<p>Also please find herewith my <a href="http://www.gerryarmstrong.org/archives/4528">statement</a> of what I was doing  at the time of the alleged incident of October 13, 1985. I  request that no one other than officials in the FBI, and speci fically not Scientology, whoever filed the complaint against me,  nor anyone acting as their agent, be given this statement.</p>
<p>The  reason is simple. One of the harassment techniques of  Scientology/Hubbard is to depose anyone who becomes involved,  even in the most peripheral way, with me in any of the &#8220;legal&#8221;  affairs Scientology or Hubbard create. The depositions are  used to upset, harass and intimidate these people and thus make  them reluctant to associate with me. In this case, it would  create an uncomfortable situation where I live.</p>
<p>I  do not believe these people would object to talking to  you to confirm what I have stated, if you determine that this  matter requires further investigation. However, they are  reluctant to become targets of Scientology operations to get<br />
to me.</p>
