DECLARATION OF MARK PLUMMER

I, Mark Plummer, declare as follows:

1. I am over the age of eighteen. I have personal knowledge of the facts set forth below

and if called upon to testify concerning these facts I would and could do so competently.

2. Appended hereto as Exhibit A is a true and correct copy of a document entitled

“SCIENTOLOGY POLICY DIRECTIVE 28 - SUPPRESSIVE ACT - DEALING WITH A

DECLARED SUPPRESSIVE PERSON,” dated 13 August 1982.

3. At the time I came into possession of this directive, I was a member of Scientology's

Sea Organization and a staff member in Scientology's American Saint Hill Organization in Los Angeles,

California, and I read and studied this directive at that time.

I declare under penalty of perjury pursuant to the laws of the United States of America

and the States of Texas and California that the foregoing is true and correct.
