EXPULSION ORDER
RON HOPKINS
Ron Hopkins, ex-CO FOLO UK, was declared a SUPPRESSIVE PERSON per FCO 7095.
He has yet to do steps A -E. Thus this issue EXPELS Hopkins from Scientology and
includes further data which has come to light of his chronic long-standing history
of squirrelling and grossly mis-applying standard LRH policy and technology.
In 1974, while holding the post of CO FOLO UK, Hopkins allowed the declared
SP Alex Sibersky to heavily suppress the United Kingdom through wild, destructive,
off policy orders being pushed on Scientology orgs and its publics as part of
a perverted, squirrel event dubbed "The Battle of Britain". These actions
completely denigrated the true purpose of the Church of Scientology and its codes
and tenets and policies. While Sibersky went on a Suppressive rampage of the UK
Continent, Hopkins stood by and not only condoned it but heavily and willingly
pushed Sibersky's destructive actions.
Hopkins suppressively misapplied standard tech by intentionally attempting
to mess up people's cases by outgradiently exposing upper level material to them
and making no record of such in their folders which is suppressive to the forward
progress of persons up the Bridge. Specifics are available on file.
"The basic reason the anti-social personality behaves as he or she does
lies in a hidden terror of others."
"The fixation is that survival itself depends on 'keeping others down'
or 'keeping people ignorant'." (HCOB 27 Sept 66 "THE ANTI-SOCIAL PERSONALITY,
THE ANTI-SCIENTOLOGIST")
In April 1981, Hopkins connected up with a band of squirrels, including the
now declared SP Robin Dunford-Green, and in cahoots with these perverters of standard
tech, set up a squirrel group and hid its actual functions by calling it the "Auditor's
Association UK". This was set up in a manner which was a complete squirrel
alter-is of actual Church Policy set by the Founder in LRH ED 120R INT "AUDITOR'S
ASSOCIATION PROJECT IN YOUR AREA FOR CLASS IV ORGS". Hopkins, together with
the other perpetrators of this group, filled its senior positions with known disaffecteds,
malcontents and squirrels who had documented tracks of gross out-ethics.
Hopkins ran this group with Dunford-Green, perverting it further into a network
of field persons completely beyond the control of any service org. This activity
served to distract well meaning field Scientologists from standard, on policy
field activities, preventing them from furthering the aims of the Church as set
by LRH. The group and its lines became, under Hopkins and Dunford-Green, a source
and conveyor of natter, discontent, and squirrel activity in the London and UK
fields. Hopkins hoped to increase his own notoriety and popularity by involving
himself in this group and he allowed and condoned these terminals in the "Auditor's
Association" to set up rip-off businesses right next to the org and to promote
squirrel applications of LRH technology directly into UK orgs.
Whilst CO/ED London Foundation Hopkins ran a cleaning business ("Cleaningwise").
This business extensively employed staff moonlighting as a total operating basis.
Throughout his tenure as CO he never handled the situation of staff moonlighting
on fulltime jobs, and thus not getting study time and not getting hatted. This
was a key situation holding back the org's expansion. As CO/ED he was guilty of
treasonable neglect in not seeing his juniors got hatted per HCO PL "EXECUTIVE
RESPONSIBILITY FOR TRAINING STAFF". It is not hard to see that Hopkin's own
vested interest in staff moonlighting took priority over org expansion and he
actually directly suppressed the org by encouraging and employing staff moonlighting
for his own profit.
Hopkins has a horrible history of out-ethics on the second dynamic in flagrant
disregard of longstanding Church policy and mores. At one point Hopkins received
an ethics handling on this but PRed his way through it and immediately initiated
another out 2D, this time with a young staff member barely out of school, without
regard for the consequences for his wife and two young children, or his senior
position as an executive in the UK. He then deserted his wife and children by
leaving the Sea Org, taking his out 2D terminal with him. Hopkins had been her
legal guardian till [sic] she attained the age of majority. In total he had out-2D
activities with at least 11 different women in as many years of marriage. His
promiscuous sexual activities are consistent with 1.1, suppressively destructive
actions on other dynamics.
This pattern of behavior is further proof of Hopkins' squirrelling and discontent
as he chooses to commit continuous present time overts and withholds these from
the rest of the group, thus preventing his own case gains. In further clearly
points out that Ron Hopkins had no case gain for it he had he would have realized
the incredible severity of continuing to engage in blatant out-ethics activities
while expecting to achieve higher states of awareness through standard application
of Scientology.
"To the weak, to the cowardly, to the reprehensively irrational, dishonesty
and underhanded dealings, the harming of others and the blighting of their hopes,
seem to be the only way of conducting life. Unethical conduct is actually the
conduct of destruction and fear; lies are told because one is afraid of the consequences
should one tell the truth; thus the liar is inevitably a coward, the coward is
inevitably a liar. The sexually promiscuous woman, the man who breaks faith with
his friend, the covetous pervert are all dealing in such non-survival terms that
degradation and death commonly ensue. A 'love' clandestinely conducted and based
on lies which will bring harm to others denotes a cowardice low enough to bring
nausea to any decent man. Thus, one has the ethical or unethical aspect of sex."

As CO FOLO UK, Ron Hopkins has been found to have alterised and suppressively
mis-used the many Source management issues, which created upsets of magnitude
amongst staff in orgs in the UK and in the FOLO UK.
He betrayed the trust placed in him by Church Management, UK staff and public
as Commanding Officer UK.
His actions during his tenure show a malicious pattern of individuated attempts
to nullify any individual or network viewed by him to "threaten" his
position.
"The SP wants smaller, less powerful beings. The SP thinks that if another
became powerful that one would attack the SP.
"The SP is totally insecure and is battling constantly in covert ways
to make others less powerful and less able." (HCOB 5 Feb 66 "S AND D
WARNING")
Immediately after taking post in Sept 1980 Hopkins began a Black PR campaign
against the LRH Comm and Flag Rep Networks (at the time these networks had staff
at Cont Office level and in orgs).
He did an unauthorized local false "evaluation" which found the networks
"overmanned" and used this to unmock the LRH Comm and FR Networks by
transferring their staff or sending them out continuously on missions. It is noteworthy
that both of these Networks have a primary duty to handle/report such arbitraries,
policy violations, and suppression as Hopkins has generated. The Flag Rep Network
is also the major arm of Church Management into organizations to get their directives
applied, and orgs following LRH policy. Hopkins routinely complained about management
yet he was the ultimate one responsible for UK management and thus his natter
was against his own actions.
Hopkins set up his own squirrel interpretations of Scientology policy in place
of putting in standard management lines such as LRH Comm and Flag Rep Networks.
(Note: These two Networks are long established as vital to individual org success
by numerous LRH policies and other Source issues.)
Meanwhile, Hopkins engaged in a systematic campaign of overt and covert third
party of his own executives and staff and publics. It came to light after his
dismissal from post that he had denigrated each FOLO exec privately to each other.
He habitually briefed the FOLO crew and missionaires regarding the "out-ethics",
"psychotic", "PTS", etc. execs, staff, public of orgs and
even on occasion evaluated to individuals that they were "psychotic"
or "PTS", omitting to see standard Scientology procedures were applied
to any genuine cases of such which might have existed.
The intention of the above activities was evidentally to create a "dangerous
environment" in which he was the only "authority" or "stable
terminal" and to negate the efforts of many willing FOLO UK and UK Org staff.
"The chaos merchant wants an environment to look very disturbing. ...
There are many who spend their whole lives as professional chaos merchants simply
by worrying everybody around them to death. ... 'If I can just keep Henry worried
enough, he does whatever I tell him."' (Volunteer Minister's Handbook Page

Hopkins often used "jokes and degrades" to reinforce this suppression
of others.
In violation of well known Church policy, he ordered UK staff transferred,
dismissed, Comm Ev'd, declared SP, without Flag approval, himself usurping the
authority on these matters. This culminated in late 1982 with a spate of SP declares
on staff and public in a campaign to "find and shoot those suppressing stats"
without IJC approval. This was plainly a desperate attempt to distract attention
from his own Suppressive Acts and naturally did not raise production.

Those persons who were falsely declared are being reinstated to good standing
by Church Management executives.
With Ron Hopkins no longer on the lines and with On Source, dedicated FOLO
executives now standardly applying LRH management technology, the UK orgs are
rolling into a boom with ever increasing production and statistics. It has been
found that the vast majority of org executives were quite desirous of standard
management guidance and have used recent management assistance to greatly improve
conditions in the orgs. Hopkins himself did not see fit to grant the UK executives
and staff such assistance thus acting as a suppressive influence, invalidating
the sincere intentions of many fine staff under his care.
Hopkins has now allied himself to notorious declared SP Jay Hurwitz, himself
guilty of many Suppressive Acts including active squirrelling of tech and admin.
Hopkins is demonstrably guilty of the following Crimes and High Crimes:
1. SEXUAL OR SEXUALLY PERVERTED CONDUCT CONTRARY TO THE WELL BEING OR GOOD
STATE OF MIND OF A SCIENTOLOGIST IN GOOD STANDING OR UNDER THE CHARGE OF SCIENTOLOGY
SUCH AS A STUDENT, A PC, A WARD, OR A PATIENT.
2. ORGANIZING SPLINTER GROUPS WHICH TAKE AND PERVERT SCIENTOLOGY MATERIAL OR
PRACTICES, IN WHOLE OR IN PART, STILL CALLING IT SCIENTOLOGY OR CALLING IT SOMETHING
ELSE.
3. CONTINUED ADHERENCE TO A PERSON OR GROUP ACCURATELY PRONOUNCED A SUPPRESSIVE
PERSON OR GROUP BY HCO.
4. PUBLIC STATEMENTS AGAINST SCIENTOLOGY OR SCIENTOLOGISTS BUT NOT TO COMMITTEES
OF EVJDENCE DULY CONVENED.
5. ENGAGING IN MALICIOUS RUMOR MONGERING TO DESTROY THE AUTHORITY OR REPUTE
OF HIGHER OFFICERS OR THE LEADING NAMES OF SCIENTOLOGY OR TO SAFEGUARD A POSITION.
CRIMES:
1. NOT BRINGING A PRECLEAR UP THROUGH THE GRADES BUT OVERWHELMING THE PRECLEAR
WITH HIGH LEVELS.
2. PLACING SCIENTOLOGY OR SCIENTOLOGISTS AT RISK.
3. OMISSIONS OR NON-COMPLIANCE REQUIRING HEAVY INTERVENTION BY SENIORS CONSUMING
TIME AND MONEY WITH DEV-T.
4. FAILURE OR REFUSAL TO ACKNOWLEDGE, RELAY OR EXECUTE A DIRECT LEGAL ORDER
FROM AN INTERNATIONAL BOARD MEMBER, OR AN ASSISTANT BOARD MEMBER.
5. BEING A KNOWING ACCESSORY TO A SUPPRESSIVE ACT.
6. USING A LOCAL SCIENTOLOGY TITLE TO SET ASIDE THE ORDERS OR POLICIES FROM
THE INTERNATIONAL BOARD.
7. FOLLOWING ILLEGAL ORDERS OR ILLEGAL LOCAL POLICIES OR ALTER-IS, KNOWING
THEM TO BE DIFFERENT OR CONTRADICTORY TO THOSE ISSUED BY THE INTERNATIONAL BOARD.
8. NOT DIRECTLY REPORTING FLAGRANT DEPARTURES FROM INTERNATIONAL BOARD POLICY
IN A SECTION, UNIT, DEPARTMENT, ORG, ZONE, OR DIVISION.
9. PERMITTING A SECTION, UNIT, DEPARTMENT, ORG, ZONE, OR DIVISION TO COLLAPSE.
10. SPREADING DESTRUCTIVE RUMORS ABOUT SENIOR SCIENTOLOGISTS.
11. PRETENDING TO EXPRESS A MULTIPLE OPINION (USE OF "EVERYBODY")
IN VITAL REPORTS, WHICH COULD INFLUENCE ASSISTANT BOARD OR BOARD DECISIONS.
12. REFUSAL TO UPHOLD DISCIPLINE.
13. OVERWORKING AN EXECUTIVE BY IGNORING ONE'S DUTIES.
14. FAILURE TO UPHOLD OR SET AN EXAMPLE OF HIGH ETHICAL STANDARD.
15. ATTEMPTING TO BREAK CONTROL OF INTERNATIONAL LINES.
16. ALTERATION OF SENIOR POLICY OR CONTINUED IGNORANCE OF IT.
Hopkins has chosen not to attempt any personal redemption on Steps A -E, confirming
his Suppressive Chacacter.
He therefore is EXPELLED from the Church of Scientology. He is debarred from
entering any Scientology group or organization. He may never again receive services.
He is advised to consult HCO PL 16 May 80 Issue II "ETHICS, SUPPRESSIVE ACTS,
SUPPRESSION OF SCIENTOLOGY AND SCIENTOLOGISTS", Page 7, Section entitled
"EXPULSION".
Any Scientologist found to be maintaining a line with, offering support to,
or in any way granting credence to Ron Hopkins and his actions or motives are
also subject to declace and denial of further secvices.
Hopkins' only terminal is the International Justice Chief.
